Combat Ops is basically the online portion of Syphon Filter: Logans Shadow, but it comes with a map and mode editor which allows users to create their own content and share it with the online community. Whereas in Logan's Shadow your multiplayer matches were limited to what scenarios Sony posted -- seven maps in Deathmatch, Team Deathmatch, Rogue Agent, Retrieval (a la CTF) and Sabotage (i.e. objective-based stuff like blowing up an opponent's bomb) modes -- Combat Ops gives you the tools to make your own missions, give them a story and then play them with others online.
